Research: European Observatory for Active Labour Market Policies: EU-ALMPO

This Horizon Europe project will establish the new Observatory for Active Labour Market Policies - or EU-ALMPO. The plan is to address labour and skills shortages across the EU through artificial intelligence (AI) tools. Overall, the goal is to inform the better design and more effective implementation of active labour market policies (ALMPs) in Europe.

Context

The EU requires labour market policies that are more effective and responsive to the rapidly evolving skills requirements of the EU’s working age population, not least in the face of the ongoing green and digital transitions of its economy.

The European Observatory for Active Labour Market Policies (EU-ALMPO)

The European Observatory for ALMPs will be an innovative entity aimed at reshaping the approach toward ALMPs within the EU. It will set out to address and rectify problems in the design, implementation, and evaluation of ALMPs among EU Member States. 

A multifaceted flexible open framework support model will be developed to enhance the effectiveness, efficiency, and accessibility of active labour market policies in Europe. The Observatory plans to leverage a centralized information technology platform, augmented with state-of-the-art AI tools. 

What will the Observatory do?

The Observatory aims to facilitate the improvement of labour market integration and skill enhancement among the EU’s working age population, focusing on vulnerable groups such as the unemployed and the low-skilled. 

It will address the current challenges faced by the European labour market, anticipate future skills trends and requirements, and meet the diverse needs of labour market stakeholders, contributing towards a more inclusive and resilient European labour market.

The project is expected to become a critical resource for labour market policy, combining advanced research and evaluation methodologies, comprehensive data sets, cutting-edge technology, and expert insights. 

The EU-ALMPO’s integration of AI tools is particularly significant, promising to enhance the geographical coverage and analytical capabilities of the observatory, and to enable a deeper and more nuanced understanding of the complexities associated with ALMPs. This is expected to lead to the formulation of more targeted and effective labour market strategies across the EU.

Who will the Observatory serve?

The new framework will be designed for those involved in the development, delivery, and scrutiny of ALMPs, ensuring more effective and equitable labour market interventions and the Observatory will provide effective support to policymakers, researchers, and labour market professionals such as public employment services (PES) staff.

Our contribution

As part of the partnership led by the University of Peloponnese, we will evaluate the design and implementation of the project’s overall approach to developing and applying AI tools. We will also evaluate the testing of the AI tools developed by the project in country pilots, including in Denmark, Greece and Italy. Theory-based realist evaluation will inform our approach throughout.
